Following two uniquely tumultuous years for law enforcement, recruiting and retaining qualified officers is proving to be one of the most significant challenges facing law enforcement agencies across the country. These struggles are not new, as many agencies have seen a decline in qualified candidates as well as increased officer turnover dating back long before the nationwide unrest of 2020.
