One of the primary challenges facing law enforcement leaders today is the allocation of personnel in a time of crisis. Law enforcement agencies across the country are, simply put, forced to serve and protect with less sworn personnel than in past years. A years-long struggle to recruit and retain officers has been compounded by the logistical challenges of COVID-19, civil unrest, and rising rates of crime in many jurisdictions nationwide.
